MARCH 6, 2017

ATTENDANCE: Colin Brazile, Kathryn Campbell, Sam Cerrato, Bob Cronk, Jennifer Geran, Misty Jones, Dominic Marostica, Joe Miesner, Nancy Roberts

CALL TO ORDER: 10:15 A.M.

LMC MINUTES: The minutes from the last meeting (January 30, 2017) were approved unanimously.

CENTRAL: Discussed the heating situation. New boilers have been ordered with an ETA of 6 to 8 months. Parts were replaced in one of the boilers.

CONSULTANT/STAFFING STUDY: Another meeting with the Task Force is scheduled for March 14, 2017 to go over recommendations. Executive summary for public view to be presented to City Council. Having a list of recommendations is very handy to have for referral.

Creating new classifications could create new salary structure as well as career advancement based on skills. Discussed the update of current positions and having a tiered progression of advancement within classifications. Also discussed duties required for advancement within class. Possibility of making the Supervising Librarian position an unclassified position with a larger salary and benefit package and the position would be as Project Manager instead of Supervising Librarian.

OCA: One form for everyone. Branch managers to keep track of OCA hours by compiling the information and sending the form to the appropriate Payroll Specialist at Central. Tracking OCA hours in the Red Book is best practice. The form to be distributed to branch managers by Monday, March 13, 2017.

OCA when branch manager is not available… guidelines to be sent Monday, March 20, 2017. The guidelines will be general – aide to clerk; library assistant to YSL, etc. The person in an OCA position will perform the full range of responsibilities for the position being covered. Employee will be paid (after reaching 176 hours) for whatever classification he/she is subbing and classifications are separate (i.e. 2 hours for library assistant; 2 hours for branch manager), they do not count together.

DELIVERY: Logistics is backlogged. Hourly library employees have been approved to help. Trial on four routes was creating a bottleneck and has been put aside. Delivery is way behind on totes going to branches. Robin Gage to be handling Logistics, currently in the process of transitioning.

Unforeseen situations create back up:

Break down of trucks

People going down due to illness, etc.

Facing so much delivery is an overwhelming process.

Hopefully, after RFID is complete and more items are floating, delivery issues will be relieved.

Logistics is not implementing suggestions from Library Department. The Library Department is willing to take back sorting and Logistics doing the delivery but that creates its own set of issues, i.e. budgeting.

Changes are necessary.

NEW SCHEDULE: People are being cautious about calling for help. Guidelines are needed for all staff as to when to call and what to do.

Leave requests should not be more difficult. Branch managers need to use the buddy system better. Some say there is not enough staff available for coverage.

Leave request guidelines have been distributed to branch managers.

Branch employees who volunteered to work Sundays will be trained at Central. Supervising Librarians and branch managers notified who volunteered. Need to coordinate how to schedule and rotate them in. More volunteers make for a larger pool from which to choose. Need to be mindful of budget cuts. This is to allow Central Sunday employees the ability to take earned leave. During Quality Leave sign up, if two people have an important event, a half-time employee on the list can be scheduled to fill in.
